If you haven't owned a home in the past three years, you likely qualify as a first-time buyer under most of these programs, even if you owned a home before that window.

This guide walks through the major programs available across Hillsborough, Pinellas, Pasco, and Hernando counties, plus the statewide options that apply no matter where in Tampa Bay you're buying.

City of Tampa DARE Program: Up to $50,000

The City of Tampa's "Dare to Own the Dream" (DARE) program remains the most generous city-level option in the region, and it's still funded at up to $50,000 as of mid-2026. It's structured as a 0% interest deferred loan that becomes fully forgivable after 20 years of continuous owner-occupancy.

Assistance is tiered by household income as a percentage of Area Median Income (AMI):

  • 50.01% to 80% AMI: up to $50,000
  • 80.01% to 120% AMI: up to $40,000
  • 120.01% to 140% AMI: up to $30,000

Households at or below 50% AMI aren't eligible under the current structure. The program accepts FHA, VA, and conventional affordable housing loans. ARM products aren't allowed.

Home Sweet Home Hillsborough provides up to $15,000 in down payment and closing cost assistance, structured as a 0% interest, 30-year deferred second mortgage with no monthly payment. Unlike DARE, this balance isn't forgiven. It's repaid when you sell, refinance, or stop occupying the property as your primary residence. Current guidelines call for a minimum 640 FICO score, a maximum DTI of 45% for scores 640 to 679 (50% for scores 680 and above), and eligibility for single-family homes, condos, townhomes, and properties up to four units. Because income and purchase price limits are updated periodically, it's worth confirming current figures directly with the HFA of Hillsborough County.

A separate Affordable Income Subsidy Grant is available for buyers at lower income levels.

Pinellas and Pasco County Programs

Pinellas County's Home Key Plus provides $10,000 in zero-interest deferred down payment assistance, structured as a non-amortizing second mortgage repayable when you sell, refinance, pay off your first mortgage, or stop occupying the home as your primary residence. Current terms call for a minimum 660 FICO score, and purchase price limits around $566,354 in non-targeted census tracts (higher in targeted areas). Income limits scale with household size. Homebuyer education is required before you work with an approved lender, and it's worth confirming current rates and limits with that lender before you reserve funds, since they're subject to change.

Pasco County's Community Development DPA program offers some of the largest assistance amounts in the region, and it's still funded on a tiered basis as of mid-2026:

  • Up to $35,000 for buyers at or below 120% AMI (moderate income)

The maximum home purchase price is $330,000. For very low and low-income tiers, the loan is deferred for 30 years, then forgiven, provided you stay in the home as your primary owner-occupant. The moderate-income tier is deferred for 5 years, then repaid over the remaining 25.

Pinellas County's Home Key Plus program also extends into Pasco County, offering $7,500 in assistance at that tier, so buyers in Wesley Chapel or New Port Richey can compare both before deciding which to pursue. Because the county's own DPA offers substantially more for qualifying households, it's worth checking both before assuming you know which one fits. Homes currently on the market in New Port Richey are a good starting point if that's where you're focused.

Hernando County: SHIP Purchase Assistance

Buyers in Spring Hill and the rest of Hernando County have access to the county's State Housing Initiatives Partnership (SHIP) Purchase Assistance program, a forgivable deferred loan of up to $50,000 toward down payment, closing costs, and principal reduction on eligible housing.

Income eligibility runs at or below 120% of the area median income (AMI) used for HUD calculations in this region. Eligible property types include single-family homes, condos, and townhomes (mobile and manufactured homes are excluded). The loan is forgiven at the end of the term as long as the home remains owner-occupied, and becomes repayable if it's sold, transferred, foreclosed on, or stops being your primary residence. Applications require pre-approval from a mortgage lender and go through the county's Housing and Supportive Services Department.

Statewide Programs Through Florida Housing Finance Corporation

A few state-level programs stack on top of the county-level ones above, no matter where in Tampa Bay you're buying.

Florida Assist (FL Assist) provides up to $10,000 as a 0% non-amortizing deferred second mortgage on FHA, VA, USDA, or conventional loans. It's not forgivable, and it requires pairing with a Florida Housing first mortgage.

FL HLP Second Mortgage provides $12,500 at 3% fully amortizing over 30 years, which does carry a monthly payment your lender will factor into your debt-to-income ratio.

HFA Preferred / HFA Advantage PLUS Second Mortgage offers 3%, 4%, or 5% of your first mortgage as a forgivable second mortgage, forgiven at 20% per year over five years, when paired with specific Florida Housing conventional first mortgage products.

Florida Hometown Heroes is the one worth watching closely right now. It offers up to 5% of your first mortgage (minimum $10,000, maximum $35,000) as a 0%, non-amortizing, 30-year deferred second mortgage for full-time Florida workers in health care, education, public safety, child care, the courts, or the military, plus veterans employed full-time by any Florida-based employer. The 2026 cycle relaunched on July 13, 2026 with $50 million in funding on a first-come, first-served basis, and prior cycles have run out of money within weeks. If you think you qualify, get pre-approved with a Florida Housing-approved lender now rather than waiting, since there's no guarantee funding will still be open when you're ready to make an offer.

General requirements across these state programs: a minimum 640 credit score, a completed homebuyer education course, income below county-level limits, and no ownership of a primary residence in the past three years.

Layering Multiple Programs

One of the least understood advantages in this market is that many of these programs can be combined. A buyer purchasing in a City of Tampa CRA boundary could potentially layer a DARE loan with a Florida Housing first mortgage and the HFA PLUS second mortgage. A Pasco County buyer below 50% AMI could pair the county's $65,000 DPA with the Pinellas HFA's Home Key Plus offering, depending on lender eligibility rules.

Stacking requires coordinating timing between programs, and your lender needs to be approved by every program you're using at once. Total assistance may also be subject to subordination agreements and combined loan-to-value limits. The practical takeaway: don't assume you can only use one program.
